Malaria Consortium in Ethiopia


Malaria Consortium’s Ethiopia office has been operational since September 2004 and was officially registered in June 2005. The Ethiopia office was established with the main goal of complementing the efforts of the government and other actors in the fight against malaria.

The office is operational at both national and regional level in the Southern Nations, Nationalities' and Peoples' Regional State (SNNPRS). At national level its main inputs focus on the provision of technical support while at regional level in SNNPRS, a Health Systems Strengthening project for effective control of malaria and other communicable diseases control is being implemented.  

Working directly with the Federal Ministry of Health, Malaria Consortium’s activities include: the provision of technical expertise and support to the National Malaria Control Programme (NMCP); training health workers; assistance in the establishment of regional support systems; and participation in the 2007 Malaria Indicator Survey.
 
Malaria Consortium has worked with partners to build support for the fight against malaria by creating a joint forum for media and regional health bureaux, building the capacity of partners, contributing to media coverage at national and regional levels along with establishing and strengthening malaria resource facilities.
 
Malaria Consortium has also increased its reach by extending access to malaria prevention and control programmes to four zones and 27 districts (woredas). This has been facilitated by providing health workers with motorcycles and computers as well as malaria management training, developing specific teaching tools and developing drug supply systems.

Activities
 

In Ethiopia, Malaria Consortium is successfully working across national, regional and district levels to strengthen and improve the delivery of healthcare in the prevention and control of malaria.

Clover III: Strengthening health systems to increase access and quality of communicable disease interventions to vulnerable populations.

Improved delivery and management of drugs and supplies:

  • Logistics management information system (LMIS) and standardized inventory control system (ICS) guideline developed;
  • 23 motorcycles procured and distributed to all districts in project areas to strengthen supervision and Health Management Information Systems (HMIS).

Improved planning and budgeting through better availability and utilisation of evidence:

  • Provision of 17 computers with printers to improve HMIS data analysis and data management;
  • Actively involved in GFATM Round 8 proposal development in support of the National Malaria Control Program.

Improved quality of care and prevention:

  • Establishment of External Quality assurance (EQA)
  • Clinical audit conducted to determine current levels of quality of care delivered to patients, especially sick children with malaria at both outpatient and inpatient health facilities

Coordination of Coalition Against Malaria in Ethiopia (CAME)

CAME  has successfully brought together over 70 organisations working collectively on the issue of malaria. A primary goal was to broaden the partnership of those shaping the response to malaria and this is manifested in the Coalitions’ work with the private sector and with People living with HIV/AIDS Association networks. Activities focused on establishing its structure and presence through a Secretariat, and then turned to recruiting and building the capacity of members for efficient malaria advocacy.

Coordination of Coalition of Media Against Malaria in Ethiopia (CMAME)

CMAME specifically builds the media’s capacity to report on this malaria issues, as well as provides capacity building to member journalists and organizations.  CMAME supports media agencies and journalists to gain media coverage for malaria and other health issues.

Country Progress

Establishment of External Quality Assurance System (Clover III)

Following the decentralization of the National Organisation for the Control of Malaria and Other Vector Borne Diseases in early 1990s, there has been no tangible strategy for ensuring the quality of malaria diagnosis across the country. Yet sensitive and specific diagnosis is important not only for initiation of effective treatment but is also vital to avoid unnecessary exposure of patients to inappropriate drugs. Reliable laboratory results are also a good source of epidemiological data.

Malaria Consortium initiated EQA systems in 16 health centres and plans to roll out this system to another 16 health facilities in the project areas. Procedurally the selection of slides adheres to the current WHO guidelines, with five low positive and five negative blood films checked for each health centre laboratory every month.
