Our Directors

Malaria Consortium is governed by a Board of Trustees, which takes the major strategic decisions for the organisation. Day-to-day operational decision-making is delegated to the Acting Chief Executive, who, with the Global Management Group, runs the organisation. The Global Management Group consists of seven Directors with responsibilities for overseeing and managing the technical, management and finance functions, as well as programmes at regional and country level.

Charles Nelson - Chief Executive
Charles Nelson joins Malaria Consortium from Merlin (Medical Emergency Relief International) where, as International Director, he was responsible for the delivery, through over 5000 staff in 16 countries, of directly-implemented, health- and nutrition-focused aid to vulnerable, and in many cases, malaria-impacted populations. He joined the sector following nearly 30 years of experience in health systems, international business leadership and strategy consulting with a particular focus on healthcare systems and organisations. Immediately prior to joining Merlin he operated as an independent consultant, primarily supporting change in and across the UK National Health Service, working extensively with governance and evidence organizations including Strategic Health Authorities, Primary Care Trusts, Provider organizations, Specialised Commissioning and the National Information Centre for Health and Social Care. As Global Head of Strategy and Markets’ Development for Mercer’s Health and Benefits’ business (part of the Marsh McClennan Corporation – MMC), Charles worked with major corporations and Government agencies around the world, launching and supporting emerging businesses particularly focused on health care financing. Charles also spent 7 years with McKinsey & Company working on major strategy and change projects in the Healthcare and ‘Not-for-Profit’ sectors. A scientist by training, he began his career with 14 years in Operations/Logistics with various technical and line management roles with, among others; L’Oreal, GlaxoSmithkline, Northern Foods and Nabisco, including the manufacturing and distribution of medical and food products.

Dr. Sylvia Meek - Technical Director
Dr Sylvia Meek is the Technical Director of Malaria Consortium. For nine years she was the Director of the London School of Hygiene & Tropical Medicine and Liverpool School of Tropical Medicine based DFID Resource Centre for Malaria Control. Her work includes technical advice especially on programme design, management and evaluation and technical leadership and strategy development. She is also part of the Roll Back Malaria Working Group on Case Management. Overall she has 25 years experience of malaria control and was previously with WHO in Solomon Islands, Namibia and Cambodia and with World Food Programme and UNDP setting up and running vector-borne disease control programmes for 200,000 refugees. Dr Meek has an MA in Zoology, an MSc in Animal Parasitology, and a PhD in mosquito genetics and control (filariasis vectors).

Jocelyn Boughton - Chief Finance Officer
Jocelyn Boughton is the Chief Financial Officer of Malaria Consortium. Jocelyn joined Malaria Consortium in 2009 from Lloyds TSB Foundation for England and Wales, an organisation giving grants to local charities, where she was Director of Finance and Administration.  Prior to this she completed three years as a Management Advisor based in Nepal with an HIV/AIDS NGO. Before moving into the not-for-profit sector she worked in the commercial and retail sector in a number of different roles including operations director, finance director and financial controller. Jocelyn qualified as a chartered accountant (ICAEW) in 1988 with Arthur Young – now part of Ernest & Young. 

Cristine Betters - Africa Programmes Director
Cristine Betters is the Africa Programmes Director for Malaria Consortium.  Cristine joined Malaria Consortium in 2012, with 18 years of international management and public health experience, having worked in more than two dozen countries on four continents.  She brings a passion for management systems strengthening, leadership development and effective organizational communications.  Prior to joining Malaria Consortium she held a variety of country and regional management positions in Africa and the Balkans as well as working for a family foundation in the United States.   Cristine holds a Masters of Public Health and a Masters of International Affairs, both from Columbia University in New York City.

Dr. James Tibenderana - Africa Technical Director
Dr. James Kananura Tibenderana, a Ugandan, trained as a medical doctor at Makerere University, Kampala and as an epidemiologist at Institute of Public Health, University of Cambridge and the London School of Hygiene and Tropical Medicine. He is a malaria expert, with about 15 years of experience in the fields of Epidemiology and Infectious and Tropical Diseases. He is the Africa Technical Director and is based at the regional office in Kampala, Uganda. He is responsible for coordinating technical aspects of Malaria Consortium’s programmes in Africa and provides technical oversight of Africa-based projects to ensure the organisation achieves its objectives with the highest technical quality. He plays a key role in the conceptualisation and design of Malaria Consortium’s Africa-based work and contributes to technical strategy development. In Uganda he is supporting the Ministry of Health with its national malaria research centre.

Henry Braun - Asia Programmes Director
Henry Braun is the Asia Programme Director for Malaria Consortium.  He has extensive senior management experience in the development sector working in restrictive environments often with high security risks.  He possesses programme management and development experience, particularly in primary health care, integrated case management, community development and HIV/AIDS programmes. He has managed a wide range of projects including for Save the Children and CARE International, ranging from youth-led projects, projects targeting and  strengthening community-based protection and HIV/AIDS initiatives with young people and other high risk groups. He has comprehensive change management experience and in successfully identifying opportunities for organisational growth, securing funding and establishing effective partnerships in new locations and sectors.  He managed country programmes in Papua New Guinea and the People’s Democratic Republic of Laos between 1999-2012. He is committed to fighting poverty and social injustice in all its forms.

Dr. David Sintasath - Asia Technical Director
Dr David Sintasath is an epidemiologist serving as Malaria Consortium Asia Technical Director based in Bangkok, Thailand.  David oversees the surveillance, monitoring and evaluation, and operational research programmes for Malaria Consortium in the Greater Mekong Subregion and helps to develop and guide the strategic and technical direction for the organisation in the region.  In addition, David leads the Malaria Consortium Asia Regional team to provide technical support for monitoring and evaluation of the strategy to contain artemisinin resistance in Southeast Asia.  Previously, David served as resident malaria advisor in Eritrea to assist the National Malaria Control Programme in conducting epidemiologic research, strengthening surveillance networks, operational research, and information management systems. David holds an MSc from London School of Hygiene &Tropical Medicine and a PhD from the Johns Hopkins Bloomberg School of Public Health.

Dr. Laura Gibney - M&E Director
Dr. Laura Gibney is the Director of Monitoring and Evaluation at Malaria Consortium.  She joined the organization in 2012, after previous positions as the Director of Monitoring, Evaluation and Research at IntraHealth International,  the Director of Research and Assessment at Price Charities and Assistant Professor in the Department of International Health, University of Alabama School of Public Health.  Her work has focused primarily on infectious diseases, reproductive health, and  health care utilization in  Africa and Asia.  She has published dozens of peer-reviewed articles, chapters and monographs, as well as an edited volume on biomedical and behavioral approaches to HIV prevention in developing countries. As Director of Monitoring and Evaluation at Malaria Consortium she provides leadership to ensure the overall quality and effectiveness of monitoring and evaluation systems and products across the organization.  Dr. Gibney holds a PhD from Stanford University's International Development Education (SIDEC) program and a Masters Degree from McGill University's Department of Political Science.
